(사)미래희망기구는 강원특별자치도교육청국제교육원과 함께 관내 고등학교 학생회장 26명을 인솔하여 스위스 제네바에서 2026 강원 청소년 외교교육 프로그램을 운영하였습니다. 

본 프로그램은 세계 평화, 기후위기 대응, 빈곤과 불평등 해소 등 국경을 초월한 국제적 의제에 대한 청소년들의 관심과 이해를 높이고, 유엔 제네바 사무소와 국제기구를 중심으로 진행되는 글로벌 리더십 교육을 통해 학생들의 국제적 시야와 진로 역량을 강화하고자 기획되었습니다. 

프로그램 후반부는 인권과 군축 등 국제사회가 직면한 주요 의제를 깊이 있게 탐구하고, 복잡한 글로벌 문제를 서로 다른 관점에서 분석하는 역량을 길렀습니다. 또한 국내 사전교육부터 준비해 온 SDGs 소그룹 프로젝트의 결과를 발표하며, 그동안의 배움을 자신만의 문제의식과 해결 방안으로 발전시키는 시간을 가졌습니다. 

Hope to the Future Association, in partnership with the Gangwon International Education Institute, organized the 2026 Gangwon Youth Diplomacy Training Program in Geneva, Switzerland, for 26 student council presidents representing high schools across Gangwon State. 

The program was designed to deepen young people’s interest in and understanding of transnational issues?including world peace, climate action, poverty, and inequality?and to broaden their global perspectives and strengthen their career competencies through leadership training centered on the United Nations Office at Geneva and other international organizations.

다섯째 날에는 인권과 국제안보를 중심으로, 국제사회가 인간의 존엄성과 안전을 보호하기 위해 어떠한 원칙과 규범을 마련하고 있는지 살펴보았습니다. 

유엔인권최고대표사무소(Office of the United Nations High Commissioner for Human Rights, OHCHR) 

유엔인권최고대표사무소에서는 인권의 보편성과 평등의 의미를 바탕으로, 개인이 실제 사회에서 경험하는 차별과 불평등이 얼마나 복합적인 형태로 나타날 수 있는지를 탐구하였습니다. 

아울러 유엔의 인권 보호 활동은 국제적 원칙과 규범을 수립하는 데 그치지 않고, 이러한 기준이 각국의 정책과 제도, 개인의 일상 속에서 실질적인 권리로 이어지도록 하는 과정과 연결되어 있음을 살펴보았습니다. 특히 오늘날 기업의 활동이 노동권과 개인정보, 환경, 차별 등 다양한 인권 문제에 직접적인 영향을 미칠 수 있다는 점에서, OHCHR이 정부와 시민사회뿐만 아니라 민간 부문과의 협력도 확대하고 있다는 사실을 알아보았습니다. 

At the Office of the United Nations High Commissioner for Human Rights, the students explored the universality of human rights and the meaning of equality, examining how discrimination and inequality can manifest in complex and overlapping ways in people’s everyday lives. They also learned that the UN’s work to protect human rights extends beyond establishing international principles and norms. It also involves ensuring that these standards are translated into national policies and institutions and ultimately realized as meaningful rights in individuals’ daily lives. As corporate activities can directly affect a wide range of human rights issues, the students also learned how OHCHR is expanding its engagement not only with governments and civil society but also with the private sector.   

 

유엔군축실(United Nations Office for Disarmament Affairs, UNODA) 

이 세션에서는 군축과 국제안보의 기본 개념을 바탕으로, 과학기술의 발전이 새로운 안보 문제를 어떻게 만들어 내고 있는지 살펴보았습니다. 특히 인간의 직접적인 개입 없이 표적을 선택하고 무력을 사용할 수 있는 자율무기체계를 주요 사례로 다루며, 기술의 발전과 국제인도법, 인간의 책임, 윤리적 판단 사이의 관계를 탐구하였습니다. 학생들은 미사일 방어체계와 함정용 방어체계 등 자동화되거나 자율적인 기능을 활용하는 기존 기술의 사례를 살펴보고, 기술의 자율성이 확대될수록 무력 사용에 관한 최종 판단과 책임을 누구에게 부여해야 하는지 고민하였습니다. 

이번 세션을 통해 학생들은 인간의 안전과 존엄성을 보호하고 새로운 기술을 평화롭고 책임 있게 활용하기 위한 국제적 노력으로 확장하여 이해할 수 있었습니다. 

This session introduced the fundamental concepts of disarmament and international security and examined how advances in science and technology are creating new security challenges. Focusing on autonomous weapons systems that may select and engage targets without direct human intervention, the students explored the relationship among technological development, international humanitarian law, human responsibility, and ethical judgment. They examined existing technologies that incorporate automated or autonomous functions, including missile defense and ship-based defense systems, and considered who should bear ultimate responsibility for decisions involving the use of force as the level of technological autonomy increases.

     

여섯째 날에는 외교와 인도주의, 글로벌 보건 분야의 현장을 차례로 방문하였습니다. 학생들은 국제사회의 여러 면모를 대한민국의 입장에서, 청소년의 입장에서 바라보는 것을 넘어 이를 자신의 진로와 연결해 생각해 보는 뜻깊은 시간을 보냈습니다. 

On the sixth day, the students visited institutions working in diplomacy, humanitarian affairs, and global health. These experiences enabled them to consider different aspects of the international community from both Korean and youth perspectives while connecting what they learned with their own future academic and career paths.   

주제네바 대한민국 대표부(Permanent Mission of the Republic of Korea in Geneva) 

주제네바 대한민국 대표부에서는 현직 정무차석대사이자 군축대사를 겸임하고 있는 외교관님의 강연을 통해 하나의 국제회의에 참여하기 전 대한민국의 입장을 수립하고, 이를 국제사회에 전달하며, 다른 국가들과 합의점을 찾아가는 과정을 살펴보았습니다. 이 과정에서는 국제정세와 담당 분야에 관한 전문 지식뿐만 아니라 정확한 의사소통 능력과 협상력, 외국어 능력, 서로 다른 입장을 조율하는 태도가 중요하다는 점도 배웠습니다. 또한, 수많은 국제기구가 모여 있는 제네바에서 대한민국의 입장을 직접 대변하고 협상과 정책 조율을 수행하는 다자외교의 생생한 현장을 접할 수 있었습니다. 

At the Permanent Mission of the Republic of Korea in Geneva, the students attended a briefing by a diplomat serving as Deputy Permanent Representative for Political Affairs and Ambassador for Disarmament. They learned how Korea develops its national position before participating in an international conference, communicates that position to the international community, and works with other countries to identify areas of agreement. The session also emphasized that successful diplomacy requires not only expertise in international affairs and a diplomat’s assigned field but also clear communication, negotiation skills, foreign-language proficiency, and the ability to coordinate differing positions.   

     

국제적십자·적신월박물관(International Red Cross and Red Crescent Museum) 

다음으로 학생들은 국제적십자·적신월박물관을 방문하여 국제적십자·적신월운동의 역사와 인도주의 활동을 전시를 통해 직접 살펴보았습니다. 전쟁과 재난, 강제이주 등 위기 상황에 놓인 사람들의 생명과 존엄성을 보호한다는 인도주의의 기본 원칙을 학습하고, 전쟁포로 기록과 이산가족의 흔적, 구호 활동 자료 및 다양한 역사적 사례를 통해 인도적 지원이 현장에서 어떻게 이루어져 왔는지 확인하였습니다. 또한 조별 스피드 미션과 십자말풀이 활동을 수행하며 전시 내용을 능동적으로 탐색하였습니다. 

The students then visited the International Red Cross and Red Crescent Museum, where they explored exhibitions on the history and humanitarian work of the International Red Cross and Red Crescent Movement. They learned about the fundamental humanitarian principle of protecting the lives and dignity of people affected by war, disaster, and forced displacement. The students also completed team-based speed missions and a crossword puzzle. 

세계백신면역연합(Gavi, the Vaccine Alliance) 

세계백신면역연합에서는 국가 간 백신 접근성의 격차와 이를 해소하기 위한 국제사회의 협력 구조를 중심으로, 글로벌 보건 파트너십이 실제로 작동하는 방식을 학습하였습니다. 특히 코로나19 팬데믹 당시 운영된 국제적 백신 협력체계인 COVAX의 경험을 통해 백신을 신속하게 개발하는 것만큼이나, 이를 필요한 국가와 사람들에게 공평하게 조달하고 배분하는 과정이 중요하다는 점을 이해하였습니다. 또한 지원을 받는 국가가 경제적으로 성장함에 따라 외부 지원에 대한 의존도를 낮추고, 자국의 예방접종 사업에 필요한 재정을 점진적으로 확대해 나가는 Gavi의 공동재정지원 및 전환 모델도 함께 학습하였습니다. 

이번 강연은 국제기구에서 활동하는 한국인 선배와의 만남이라는 점에서도 학생들에게 특별한 의미가 있었습니다. 강연자는 자신이 공부해 온 과정과 진로를 선택하며 경험한 고민을 솔직하게 공유하고, 특히 “중요한 것은 속도가 아니라 방향”이라는 메시지를 전하며 자신의 진로와 미래를 고민하는 학생들에게 깊은 울림을 주었습니다. 

At Gavi, the Vaccine Alliance, the students learned how global health partnerships operate in practice, focusing on disparities in vaccine access among countries and the international cooperation required to address them. The students also learned about Gavi’s co-financing and transition model, through which supported countries gradually increase their domestic contributions to immunization programs and reduce their dependence on external assistance as their economies grow. 

The session was particularly meaningful because it provided the students with an opportunity to meet a Korean professional working at an international organization. The speaker candidly shared his educational journey, career decisions, and personal challenges. His message that “what matters is not speed, but direction” resonated deeply with students as they reflected on their own futures and career aspirations.   

  

 

일곱째 날에는 다양한 이해관계자의 참여를 바탕으로 글로벌 문제를 해결하는 협력의 중요성을 살펴보고, 그동안의 배움을 학생들의 목소리로 공유하는 최종 발표회를 진행하였습니다. 

세계경제포럼(World Economic Forum, WEF) 

세계경제포럼 세션에서는 정부뿐만 아니라 기업과 국제기구, 시민사회, 학계 등 다양한 이해관계자가 글로벌 문제 해결에 참여하는 방식을 살펴보며 국제협력의 범위를 더욱 확장하여 이해하였습니다. 특히 기업 역시 경제적 이윤을 창출하는 데만 목적을 두는 것이 아니라 사회와 환경에 영향을 미치는 주체로서 책임 있는 역할을 수행해야 한다는 점을 살펴보았습니다. 이러한 논의가 세계경제포럼의 연차총회인 다보스포럼을 비롯한 다양한 국제적 논의에서 중요하게 다뤄지고 있다는 점도 함께 알아보았습니다. 

이번 세션을 통해 학생들은 오늘날의 글로벌 거버넌스가 국가와 유엔만으로 이루어지는 것이 아니라, 기업과 시민사회, 학계, 청년 등 다양한 이해관계자의 참여와 책임을 필요로 한다는 점을 이해할 수 있었습니다. 

During the World Economic Forum session, the students broadened their understanding of international cooperation by examining how governments, businesses, international organizations, civil society, academia, and other stakeholders contribute to addressing global challenges. They learned that businesses should not focus solely on generating economic profit but must also act responsibly as institutions that significantly affect society and the environment. The students also explored how these questions are addressed through major international discussions, including the World Economic Forum Annual Meeting in Davos.   

    

 

마지막 강연 일정을 마친 후에는 학생들이 국내 사전교육부터 준비해 온 SDGs 소그룹 프로젝트의 최종 발표회가 진행되었습니다. 

발표회는 국내에 있는 학부모와 각 학교 담당 교사도 실시간으로 함께할 수 있도록 온라인 화상회의 플랫폼 Zoom을 통해 송출되었습니다. 학생들은 프로그램을 통해 학습한 국제사회의 주요 의제를 깊이 있게 분석하고, 청소년의 관점에서 실천 가능하면서도 창의적인 해결 방안을 제시하였습니다. 

각 조는 기후변화와 보건안보, 여성의 교육권, 무국적 난민의 신원 증명, 러시아·우크라이나 전쟁, AI 기반 허위정보와 딥페이크 등 국제사회가 당면한 다양한 문제를 선정하였습니다. 학생들은 문제의 배경과 원인, 국제사회의 대응 사례와 한계를 분석하고, 서로의 관점과 아이디어를 조율하여 하나의 발표로 완성하였습니다. 짧지 않은 준비 기간 동안 서로 다른 학교에서 모인 학생들이 하나의 팀으로 협력하고, 국제적 의제를 자신의 언어로 해석하여 발표하는 모습이 인상적이었습니다. 

Following the final expert briefing, the students presented the results of their SDGs group projects, which they had developed since the pre-departure training in Korea, in a live Zoom session attended remotely by their parents and teachers. Drawing on their experiences throughout the program, they examined urgent global issues?including climate change-related infectious diseases, women’s right to education, identity verification for stateless refugees, the Russia?Ukraine war, and AI-generated disinformation and deepfakes?analyzed existing international responses and their limitations, and proposed creative, actionable solutions from a youth perspective. The presentations demonstrated the students’ ability to collaborate across schools, integrate diverse perspectives, and explain complex international challenges in their own words.

모든 공식 교육 일정을 마친 학생들은 베른과 루체른을 방문하여 스위스의 역사와 문화, 도시의 모습을 직접 경험하였습니다. 국제기구에서 세계의 제도와 의제를 학습한 데 이어, 한 사회의 역사적 기억과 생활방식을 현장에서 살펴보며 국제적 감수성을 더욱 넓히는 시간을 가졌습니다. 

학생들은 베른과 루체른의 시가지를 방문하여 치트글로게 시계탑, 장미공원, 빈사의 사자상, 카펠교 등을 둘러보았습니다. 이 문화탐방은 단순한 관광을 넘어, 학생들이 스위스의 역사와 예술, 문화와 사회적 가치를 이해하는 현장 중심의 국제이해교육으로 이어졌습니다. 국제기구에서의 강연과 토론을 통해 세계의 제도와 의제를 학습했다면, 문화탐방을 통해서는 한 사회의 역사와 기억, 생활방식을 직접 접하며 국제적 감수성을 더욱 넓힐 수 있었습니다.

 

 

 

이로써 8박 10일간 진행된 2026 강원 청소년 외교교육 프로그램의 모든 일정이 성공적으로 마무리되었습니다. 

학생들은 유엔과 국제기구의 역할을 배우는 데 그치지 않고, 기후변화와 글로벌 보건, 식량안보, 인권, 군축, 국제무역 및 다자외교 등 서로 긴밀하게 연결된 국제적 의제를 폭넓게 탐구하였습니다. 또한 현직 전문가들과 직접 소통하고, 자신의 생각을 발표하며, 서로 다른 학교에서 모인 친구들과 공동의 해결 방안을 만들어 가는 과정을 통해 글로벌 리더에게 필요한 지식과 태도, 협업 역량을 함께 길렀습니다. 

낯선 환경과 밀도 높은 일정 속에서도 끝까지 성실하게 활동에 참여해 준 참가 학생들에게 깊은 격려와 찬사를 보냅니다. 아울러 학생들이 안전하고 의미 있는 배움의 여정을 이어갈 수 있도록 아낌없이 협조해 주신 강원특별자치도교육청국제교육원과 각 학교 관계자, 학부모님, 강연자 및 모든 관계자 여러분께 진심으로 감사드립니다. 

The students went beyond learning about the roles of the United Nations and international organizations. They explored a broad range of interconnected global issues, including climate change, global health, food security, human rights, disarmament, international trade, and multilateral diplomacy. By communicating directly with international professionals, presenting their own ideas, and working with peers from different schools to develop shared solutions, they cultivated the knowledge, attitudes, and collaborative skills required of future global leaders. 

We extend our sincere appreciation and encouragement to all participating students for their dedication throughout an intensive schedule in an unfamiliar environment. We would also like to express our heartfelt gratitude to the Gangwon International Education Institute, representatives of the participating schools, parents, speakers, and everyone who generously supported the students throughout this safe and meaningful learning journey.
